AIBEA Urges IBA to Intervene Over Deputation of Bank Employees for Census Duties After Office Hours
Mumbai / Chennai: The All India Bank Employees’ Association (AIBEA) has raised strong objections against local government authorities drafting bank employees for Census-related duties. In a formal letter addressed to the Senior Advisor (HR & IR) of the Indian Banks’ Association (IBA) in Mumbai, the union highlighted the escalating mental and physical stress bank employees are facing due to these added responsibilities.
The letter, dated May 15, 2026, and signed by AIBEA General Secretary C.H. Venkatachalam, explicitly calls for immediate intervention from the Ministry of Finance to shield bank staff from being compelled into non-banking duties.

Key Issues Highlighted by AIBEA
The association brought forward several critical pain points that bank staff across various states are currently enduring:
- Compulsory After-Hours Work: AIBEA noted that reports from various state unions indicate local authorities are requiring bank employees to undertake Census work after regular office hours, severely impacting their work-life balance.
- Severe Staff Shortages: The union reiterated its ongoing agitation against the “undue shortage of staff” across bank branches nationwide.
- High Stress Levels: Due to understaffing, employees are already working under immense strain just to complete daily routine banking tasks. Adding Census duties on top of their regular workload is described by the union as “further tiring and stressful, mentally and physically.”
Demand for Government Intervention
In light of these challenges, the AIBEA has requested the IBA to actively take up the matter with the Department of Financial Services (DFS) under the Ministry of Finance.
The Ultimate Goal: The union is pushing for the Ministry of Finance to issue suitable guidelines to local government authorities, instructing them not to compel or force bank employees into Census-related deputations.
By taking this stance, the AIBEA aims to protect its workforce from burnout and ensure that the focus remains on delivering essential banking services efficiently without compromising the well-being of the employees.
