49th JCM Meeting Outcome: 24 Agenda Items Discussed with Cabinet Secretary, Diamond Jubilee Session: Highlights of the 49th National Council (JCM) Meeting
The 49th National Council meeting of the Joint Consultative Machinery (JCM), held on May 11, 2026, marked a historic milestone as it coincided with the Diamond Jubilee (60 years) of the JCM scheme. Chaired by Cabinet Secretary T. V. Somanathan, the session served as a critical bridge between the “Official Side” (senior government officials) and the “Staff Side” (employee representatives led by Shri Shiv Gopal Mishra). The Cabinet Secretary highlighted that since its inception in 1966, this platform has been instrumental in institutionalizing dialogue, resolving complex grievances, and modernizing administrative guidelines to foster a healthy working environment for millions of central government employees.
During this landmark session, a comprehensive list of 24 agenda items submitted by the Staff Side was discussed in detail. These items covered a broad spectrum of concerns, including welfare measures, service conditions, and administrative reforms. Both sides engaged in constructive deliberations aimed at finding amicable solutions, with the Official Side confirming that many of these issues are already under active consideration by relevant ministries. By the end of the meeting, the government reaffirmed its commitment to a participatory governance model, ensuring that the interests of the workforce remain central to the nation’s administrative progress.
