Historic Victory for Ordnance Factory Employees: Cabinet Secretary Assures Extension of Deemed Deputation Till Retirement
The Bharatiya Pratiraksha Mazdoor Sangh (BPMS)/ Government Employees National Confederation (GENC), an Industrial Unit of Bharatiya Mazdoor Sangh, communicates a historic and long-awaited decision announced in National Council JCM meeting for the employees of Ordnance Factories.
During the meeting of the National Council JCM held today (11.05.2026) under the chairmanship of the Cabinet Secretary to the Government of India, an important assurance was given regarding the service protection of employees of erstwhile Ordnance Factories. The Cabinet Secretary assured that the “Deemed Deputation” for employees of Ordnance Factory organisations will be extended till their retirement and that necessary orders in this regard will be issued after kind approval of the committee of Empowered Group of Ministers (EGoM).
It is pertinent to mention that the Ordnance Factories, which were functioning as subordinate offices under the Department of Defence Production, Ministry of Defence, were corporatised in October, 2021. Since the announcement of corporatisation, BPMS/ GENC has been continuously and consistently struggling for complete protection of the service conditions, pay, allowances, pensionary benefits and job security of employees.
BPMS had strongly advocated for adoption of the “Prasar Bharati Model” for the employees of erstwhile Ordnance Factories so that the interests of employees remain fully protected even after corporatisation. In this regard, detailed resolutions were passed during the CEC meeting of BPMS in Pune & 20th Triennial Conference of BPMS held in Dec 2024 in Ambajhari, Nagpur and the same was forwarded to the Cabinet Secretary for favourable consideration and approval.
Thereafter, the issue was persistently raised by BPMS/ GENC on priority basis during every agitation programme, organisational campaign and meetings held with higher authorities at various levels. The organisation continuously highlighted the genuine concerns and apprehensions of employees and demanded long-term protection through extension of deemed deputation till retirement.
The assurance given by the Cabinet Secretary in the National Council JCM meeting is a landmark development and a major victory achieved through the relentless struggle, dedication and collective efforts of the Karyakartas of BPMS/ GENC.
BPMS conveys its sincere gratitude to all employees, Office Bearers and Karyakartas who stood united during the entire course of this movement and extended wholehearted support for safeguarding the interests of Ordnance Factories employees.
The organisation reaffirms its commitment to continue working tirelessly for the welfare, dignity and service protection of all employees of the defence industrial establishments.
