No. E(NG)1-2024/RE-3/7-Part(1)
New Delhi, dated 26.10.2026
Subject: Redeployment of Railway employees who have undergone LASIK surgery voluntarily and are subsequently found unfit in their existing medical category
An increasing number of cases are being reported where staff undergo LASIK surgery voluntarily without being advised to undergo such surgery by the Railway Medical Authorities, apparently with the purpose of availing the benefits of alternative employment with the same pay scale and service benefits in terms of para 1301 of IREM, Vol I; along with reckoning of element of Running Allowance in pay fixation in case of running staff in terms of para 1307 ibid. Such malpractices have serious implications on safety and train operations, and the matter regarding the manner of redeployment of such staff has been under consideration in this office.
2. It has now been decided that the cases of staff undergoing LASIK surgery on a voluntary basis without being advised to do so by the Railway Medical Authorities, may be dealt under para 1311(1) of IREM, Vol. I, and such staff may accordingly be treated as staff transferred on their own request. Thus, the benefits admissible in case of alternative employment consequent to medical decategorization, including inter alia the benefits in terms of para 1301, para 1307 and para 1308 of IREM, Vol. I shall not be applicable to such staff. Instead, such staff shall be governed by the extant provisions regarding transfers on own-request basis.
3. Past cases decided otherwise need not be reopened.
This disposes of South Eastern Railway’s references vide letters no. SER/P- HQ/Ruling/0/800/LASIK dated 19.05.2026 & 25.08.2026.
