  2. Emolument Structure & Performance: Crafting salary models that attract top talent, boost work culture efficiency, and reviewing bonus and performance-linked incentive schemes.
  3. Allowances Rationalization: Reviewing all existing allowances and admissibility conditions to reduce multiplicity.
  4. Pension & Gratuity Overhaul: Reviewing Death-cum-Retirement Gratuity for employees under the National Pension System (including the Unified Pension Scheme), as well as non-NPS pension frameworks.
  5. Fiscal Prudence: Balancing pay revisions against economic conditions, state finances, unfunded costs of non-contributory pensions, and available funds for national development.
