ECHS FACILITIES IN MANGALURU
- SHRI CAPTAIN BRIJESH CHOWTA:
Will the Minister of DEFENCE be pleased to state:
(a) the number of beneficiaries registered under the Ex-Servicemen Contributory Health Scheme (ECHS) in Dakshina Kannada district and the category, authorised manpower and medical facilities available therein;
(b) the sanctioned strength and the actual strength of Medical Officers, Specialists, Paramedical Staff and other staff at the said ECHS Polyclinic, category-wise;
(c) the number of hospitals, diagnostic centres, eye care centres and dental facilities empanelled under ECHS in Mangaluru, specialty-wise, along with the number of applications for empanelment that are presently pending under consideration;
(d) whether the Government has assessed the need for upgrading the ECHS Polyclinic at Mangaluru and expanding the availability of specialist services and empanelled hospital coverage in Dakshina Kannada for ECHS beneficiaries; and
(e) if so, the details thereof including the action taken/proposed to be taken by the Government in this regard along with the timeline likely to be taken for implementation?

IN THE MINISTRY OF DEFENCE
(a) to (e) The total ECHS beneficiary base of Dakshina Kannada district is 5,980, including dependents. ECHS Polyclinic, Mangaluru is functioning as a Type ‘D’ Polyclinic. The authorised strength of 15 is filled up through contractual personnel as per laid down policy. There are nine empanelled hospitals providing heathcare services including dental, eye care and various diagnostic services to ECHS beneficiaries in Dakshina Kannada district. ECHS Polyclinic, Mangaluru has a Daily Average Sick Report of 63. The requirement for upgradation of polyclinics are reviewed periodically based on the beneficiary strength and the Daily Average Sick Report.
